Our Flourishing Cultures and Communities Pillar is about the togetherness of people in place. It asks: How do the systems, management, and governance of our places shape the way we interact, connect, and build community?



For communities to thrive, our places need to foster a genuine sense of belonging, where inclusion and acceptance are embedded in everyday life. Flourishing places create opportunities for people to come together, regardless of background, to connect around what matters to them. Happy, healthy communities are built by discovering shared values, strengthening relationships, and creating resilient networks of support.


Social isolation, loneliness, and a lack of safety can have significant impacts on health and wellbeing. Creating places that enable connection and belonging is therefore fundamental to building healthier, more resilient communities. Our work unlocks the wisdom and capacity already within communities and translates it into practical strategies that:


  • Create physical opportunities for organic social interaction and connection

  • Program places in ways that encourage participation and bring people together

  • Build a sense of belonging for new, emerging, and disconnected communities

  • Establish adaptable and equitable governance that enables communities to continue shaping their places over time


Placemaking considers both the hardware and software of place. The hardware is the tangible: the physical spaces, infrastructure, and amenities, while the software is the intangible: the relationships, activities, culture, governance, and sense of belonging that bring a place to life. Both need to work together to create the conditions for cultures and communities to flourish.


Drawing on more than 35 years of Village Well experience, alongside leading research and practice, we have identified four key elements that underpin our Pillar of Flourishing Cultures and Communities. Together, they provide the foundations for places that are connected, inclusive, resilient, and regenerative. They are:


Sense of Community 


A sense of community is the feeling of belonging, connection, and knowing that you matter to others. It is built through four key elements: a sense of belonging, the ability to influence and be influenced by the community, having needs met through shared support and resources, and developing meaningful connections through experiences over time.


A sense of community is shaped by place and experienced through our connection to it: whether that place is a neighbourhood, workplace, social group, or even an online space. When people feel connected to a community, it can strengthen wellbeing, reduce loneliness, and create a greater sense of belonging, support, and shared identity.



Partnerships and Collaboration 


Partnerships and collaboration are strongest when people come together around shared values and a common purpose. Building trust and a shared sense of identity gives people a reason to participate, contribute, and take collective action.


Whether it is a community garden, neighbourhood initiative, or local planning decision, people are more likely to stay engaged when they feel heard — not simply consulted.

Partnerships that respond to real community needs and create visible, meaningful outcomes are more likely to build trust and endure over time.


Partnerships provide the structure for people to work together, but it is strong relationships, community connection, and collaborative action that turn shared intentions into lasting change.



Place Programming


Place programming is about creating opportunities for people to use, enjoy, and connect in a place. It includes both formal activities, such as markets, festivals, and events, and informal activities, such as pop-up seating, play, recreation, and opportunities to simply spend time together.


Rather than designing a space and hoping people will use it, place programming takes an active approach to bringing a place to life. Place curators consider what activities, experiences, and uses will encourage people to participate, connect, and return over time.


Effective programming creates shared experiences, strengthens local relationships, and builds a greater sense of community and belonging. It is most powerful when local communities are involved in shaping, delivering, and evolving the activities, building ownership and ensuring the place continues to reflect the people who use it.



Governance and Management 


The governance and management of our places need to be adaptive, able to evolve rather than being bound by fixed rules and rigid processes. This means creating systems that are grounded in feedback, learning, and adjustment as community needs and circumstances change.


Both formal and informal governance structures play an important role in shaping the culture of a place. By making decisions collaboratively, communities can continue to influence priorities and shape how their places evolve. This flexibility helps places remain relevant and responsive, while building trust and strengthening long-term community ownership.


To move beyond business as usual, we need to shift from a culture of ‘no’ to a culture of ‘yes,’ finding ways to enable ideas, activity, and participation while continuing to ensure our places are safe and welcoming for everyone.
